The City Code Section 408, Chapter 3 defines in depth what constitutes unnecessary noise and the hours involved.  EBHC defines loud radios, stereos, musical instruments or noise that consistently disturbs the peace, quite and comfort of a Member/Owner after 10pm on weekdays and 12am on weekends as unnecessary and excessive.
