Proposals, even though written and posted prior to the meeting must be made formally at the GM meeting.
A Member raises his/her hand and is recognized to speak by the facilitator. He/she states the proposal clearly so the Secretary can record it accurately. A “second” is necessary for the motion (proposal) to be considered. Once a motion has been made and seconded, it must be discussed and voted on before another motion can be made and considered.
If a Member wants to add or subtract to a proposal under consideration, he/she must be recognized by the facilitator. Once recognized the Member states, “I would like to make a friendly amendment to the proposal to read…” If the maker of the original motion AND the seconder accept the amendment, it becomes part of the motion. All further discussion should be on the motion as amended. If the amendment is not accepted, the discussion continues on the original motion.
Voting Requirements and Quorums:
1) General Membership Meeting
a) Adding/Removing a Member: When a quorum of 51% is met Full Consensus is used.** b) All other decisions: When a quorum of 51% is met Modified Consensus is used (consensus minus one)
c) Changing the Bylaws: When a quorum of 51% is met True Consensus is used.
2) Emergency General Membership Meeting
a) Adding/Removing a Member: When a quorum of 51% is met Full Consensus is used.**
b) All other decisions: When a quorum of 51% is met Modified Consensus is used (consensus minus one.)
3) Committee Meetings
a) All decisions: When a quorum of 50% is met Modified Consensus is used.(consensus minus one)**
